** Although legislative rules dictate that no policy committees can meet “for any purpose” in the final weeks of session (August 15 – 31), a simple majority “rule waiver” permits committee hearings to be held “off the Floor.”  This is a common tactic used by both the Assembly and Senate to avoid public review on controversial bills.
